Meeting called to order at 10 am by Commissioner Darcy Barker.

Moved by Jeff Taylor, seconded by Bob Giffard to certify the 7 voters above. Motion carried.

Note: Bob Prosser attended to represent the Marshals. Due to their failure to pay 2009 leagues dues they were not permitted to vote.

Motion to adopt agenda by Brian Gilliland, seconded by Terry Allen. Motion carried.

Motion to approve the minutes from 2009 AGM. Moved by Terry Allen, seconded by Richard Barry. Motion carried.

Commissioner’s report by Darcy Barker:  Some concerns about relationship with AFL. Some continuing problems with player discipline during games.

Motion to accept report by Bob Giffard, seconded by Brian Gilliland. Motion carried.

Financial report presented by Secretary-Treasurer, Terry McIntyre.

Motion to accept report by Jeff Taylor, seconded by Brian Gilliland. Motion carried.

No reports given by EFC (Dave Dehmel) and NBFC (Doug MacPhee) Presidents as neither was present.

Officials Liason John Brenton was not present. However a written report was submitted. Motion to accept report by Terry Allen seconded by Richard Barry. Motion carried.

Motion to ask officials to use all-star crews for playoff games with extra costs covered by the MFL. Motion by Mark Gallagher, seconded by Richard Barry. Motion carried.

Team reports submitted. Marshals will not operate in 2010. Motion to accept team reports by Bob Giffard, seconded by Jeff Taylor. Motion carried.

Motion to change special rule re number of players on the field to the following:

(1) NUMBER OF PLAYERS ON THE FIELD

          If both teams have at least 28 players dressed for the game:
             Teams will play with 12 players on the field. The offence must have 7 players on the line of scrimmage. 
             If either team has less than 25 players dressed for the game:
             Teams will play with 10 players on the field. The offence must have 5 players on the line of scrimmage; two less than for 12 player football. The "Tackle" position has been eliminated.
           If both teams have between 25 and 27 players dressed for the game they will meet prior to kickoff to decide whether the game is played 10 aside or 12 aside. If they cannot agree the game will be played 10 aside.

Motion to have Bob Giffard develop a new MFL website. Motion by Terry Allen, seconded by Jeff Taylor. Motion carried.

Motion to change by-law 3 c to the following:

c.      Each visiting team must contact the home team prior to the playing date, provide rosters to each other 
      and confirm playing field and locker room locations. Each team is to provide the opposing team with any
      roster changes prior to game time. Failure to adhere to any of the above will result in the violating team 
     being referred to the League Council for possible disciplinary action.
     There will be a pre game meeting between the referee and both head coaches to exchange game day rosters.

     All players participating in any MFL game must be on the league website roster of the team by midnight of the Thursday 
     prior to the game. Any team using players who have not been added to the roster by this deadline will forfeit said game. 
     
      Teams must update what players participated in a game within 48 hours of said game. Opposing coach has one week  
      after the game to dispute any player's participation.

Motion by Terry Allen, seconded by Jeff Taylor. Motion carried.

Motion to terminate the MFL insurance plan and revert to the insurance of the 3 provincial football governing bodies. Motion by Jeff Taylor, seconded by Bob Giffard. Motion carried.

Motion to have 2010 All-Star game in Moncton. Motion by Mark Gallagher, seconded by Jeff Taylor. Motion carried.

Motion to change by-law 3b to the following:

b.      Unsportsmanlike conduct or violation of the Code of Ethics on the part of any team, team official or any individual
      player will be dealt with by a Discipline Committee composed of the Commissioner and the two Conference
      Presidents. The offending person or persons may be subject to suspension. Each team shall be held responsible 
     for the conduct of its players and its staff, whether individually or collectively. The Discipline Committee 
     may, if they deem it beneficial to the MFL suspend any team personnel. All decisions of the Discipline Committee 
     can be appealed to the League Council. Any team personnel ejected from a game will be automatically
     suspended for the following game. Any appeals of such suspensions must be submitted to the Commissioner
     no later than noon on the Monday following the game. All evidence supporting the appeal is due no later than
     noon on the Tuesday following the game.  

     Any player ejected from a game for the second time in the same season is subject to minimum 2 game suspension.  Any 
    player ejected from a game  for the third time in the same season will be automatically suspended for one calendar 
    year.

Motion to set team deposits at $3,850 for 2010 season.
